The proposal by reason of its inappropriate height, siting and scale, as well as obtrusive form and significant occupation of the host roof would constitute an intrusive, incongruous and dominant form of overdevelopment of the host roof. This would give rise to a protuberant, top heavy and conspicuous roof form visually at odds with the surrounding vertical emphasis and associated roofscape along the street, to stand out negatively and appear as unwieldy, stark and discordant to the character of the vertical built form and rhythm of the roofscape, in a visually jarring manner to the context. As such, the proposed scheme is contrary to the National Planning Policy Framework (NPPF, 2021), Policy D4 of the London Plan (2021), DMD 6, DMD 8, DMD 13, DMD 37 and DMD 38 of the Development Management Document (2014) and Policy CP30 of the Core Strategy (2010).
