Why it was refused
Reason 1

The first floor rear extension, by reason of its design, siting, excessive depth, width and resultant overall size, would be an inappropriate form of development in its context which would appear significantly prominent in relation to the neighbouring properties and would result in unacceptable harm to the character and appearance of the application dwelling and surrounding area. The development is therefore contrary to policy D4 of the London Plan (2021), policy CP30 of Enfield's Core Strategy (2010) and policies DMD6, DMD8, DMD11 and DMD37 of the Development Management Document (2014).

Reason 2

The first floor rear extension, by reason of its siting, excessive depth, width and resultant overall size, would represent an unacceptably obtrusive form of development which would result in a significant loss of light and outlook for existing and future occupants of number 19 and number 23 Broadlands Avenue. The development is therefore contrary to policy D4 of the London Plan (2021), policy CP30 of Enfield's Core Strategy (2010) and policies DMD6, DMD8, DMD11 and DMD37 of the Development Management Document (2014). You should speak to the LPA to see if you can sort out the problem - perhaps by changing your proposal. An appeal should only ever be a last resort. Appeal time: Within 12 weeks of the date of this notice. Who can appeal? The applicant or their agent may lodge an appeal The appeals process: Appeals can be made online at: https://www.gov.uk/planning-inspectorate. If you are unable to access the online appeal form, please contact the Planning Inspectorate to obtain a paper copy of the appeal form on tel: 0303 444 5000. A copy of the appeal also needs to be sent to Enfield Council planning.appeals@enfield.gov.uk It will be expected that all appeal documentation will be submitted electronically. The Planning Inspectorate (on behalf of the Secretary of State) will determine the appeal procedure to be followed. Normally this will proceed by way of the Householder Appeal Service which will rely solely on information submitted at application stage. The Council will send copies of any letters of objection or support they received when considering your application. Further submissions or statements will not be accepted by the Planning Inspectorate. Your householder appeal will be decided by a Planning Inspector. He/she will consider all the application documents and grounds of appeal and also make an unaccompanied visit to the appeal site. You may be required to provide access to the site for the Inspector. The Secretary of State can allow a longer period for giving notice of an appeal but will not normally be prepared to use this power unless there are special circumstances which excuse the delay in giving notice of appeal. The Secretary of State need not consider an appeal if it seems to the Secretary of State that the local planning authority could not have granted planning permission for the proposed development or could not have granted it without the conditions they imposed, having regard to the statutory requirements, to the provisions of any development order and to any directions given under a development order. If you intend to submit an appeal that you would like examined by inquiry then you must notify the Local Planning Authority and Planning Inspectorate (inquiryappeals@planninginspectorate.gov.uk) at least 10 days before submitting the appeal.
