Redevelopment of site including part demolition and rebuild to create a four storey building and a part five /part two storey building to comprise 41 net additional residential units with commercial floorspace at ground floor level, an enlarged basement car park, associated refuse and cycle storage and landscaping.
The proposed development, by reason of its bulk, height and scale would disrupt the street scene and create an overly dominant form of development that. Having regard to housing need, the presumption in favour of approving sustainable development and the tilted balance, fails to satisfactorily integrate with its surroundings negatively impacting on the enjoyment, function and safety of surrounding spaces, detrimental to and out of keeping with the character and appearance of the surrounding area which would not be outweighed by the public benefits of delivering new residential accommodation. The proposal is therefore contrary to the design objectives as set out in the National Planning Policy Framework 2021 (in particular Section 12); Polices D3 and D4 of the London Plan (2021); Policy CP30 of the Enfield Core Strategy (2010); Policies DMD 8 and DMD37 of the Enfield Development Management Document (2014).
The proposed development, by reason existing low on-street parking availability, would provide inadequate additional capacity to serve overspill parking need from the on-site parking demand, and would increase existing on-street parking pressures, reducing available spaces used by vehicles to give way, and negatively impacting on the free flow and safety of traffic in the surrounding roads. As such and having regard to housing need, the presumption in favour of approving sustainable development and the tilted balance, it is considered that the harm to the surrounding highway network in terms of the safety of highway users would not be outweighed by the public benefits of delivering new residential accommodation the development is contrary to Policy T6 and T6.1 of the London Plan (2021), Policy CP24 of the Enfield Core Strategy (2010) and Policies DMD 45 and DMD 47 of the Enfield Development Management Document (2014).
The proposed development, by reason of the substandard internal floorspace layout, high quantum of single aspect units and substandard provision of communal open space, results in a compromised and poor level of habitable accommodation for future occupiers. Having regard to housing need, the presumption in favour of approving sustainable development and the tilted balance, fails to satisfactorily meet high quality accommodation and would not be outweighed by the public benefits of delivering new residential accommodation. The proposal is therefore considered contrary to Policy D6 of the London plan (2021), Policy CP4 of the Enfield Core Strategy (2010), Policy DMD 8 of the Enfield Development Management Document (2014) and London plan Housing SPG (2016).
The proposed development by reason of the failure to provide any affordable housing units and submission of inadequate viability information to satisfactorily demonstrate the proposal could not provide or support affordable housing on the site. As such the development is contrary to National Planning Policy Framework (Section 5), Policies H4, H5 and H6 of the London Plan (2021), Policy CP3 of the Enfield Core Strategy (2010), Policy DMD1 of the Enfield Development Management Document (2014), the Enfield S106 Supplementary Planning Document 2016 and London Plan Homes for London (SPD 2017).
The submitted sustainable drainage strategy has failed to provide adequate and satisfactory information to meet Greenfield Runoff rates for 1 in 100 year (plus climate change) events and utilise Sustainable Urban Drainage Systems (SuDS) in accordance to the London Plan Drainage Hierarchy and the principles of a SuDS Management. Having regard to housing need, the presumption in favour of approving sustainable development and the tilted balance, fails to satisfactorily meet high quality accommodation and would not be outweighed by the public benefits of delivering new residential accommodation The proposal fails to accord with Policies SI 12 and SI13 of the London Plan (2021), Policy CP21 and CP28 of the Enfield Core Strategy (2010) and Policy DMD61 of the Enfield Development Management Document (2014).
