Subdivision and conversion of single family dwelling house into 2 single family dwellings.
The proposed conversion of the existing unit into self-contained flats would fail to provide compensatory provision for family accommodation (3 bed +) within the development for which there is greatest demand within the borough. The proposal is therefore contrary to Section 5 of the National Planning Policy Framework (2023), Policies H1, H8 and H10 of the London Plan (2021), CP4 and CP5 of the Enfield Core Strategy (2010), DMD5, DMD6, DMD 8, and DMD37 of the Enfield Development Management Document (2014), the Department for Communities and Local Government Technical housing standards (2015) and the Enfield Strategic Housing Market Assessment.
The proposed development, by virtue of its inadequate floor areas and internal bedroom layouts which fail to meet the minimum space standards required, would result in substandard and inappropriate accommodation incapable of meeting the reasonable needs of occupiers. The proposal is therefore contrary to Section 12 of the National Planning Policy Framework (2023), Policies D3, D4, D5, D6, D8 of the London Plan (2021), CP30 of the Enfield Core Strategy (2010), DMD6, DMD8, DMD9 and DMD37 of the Enfield Development Management Document (2014) and the London Housing Supplementary Planning Guidance (2016).
