Erection of a 2 storey dwelling house to the rear, with associated car parking and refuse and cycle store.
The proposed development by reason of its siting, scale and form would fail to respect the pattern of development that characterises the surrounding area and result in demonstrable harm to the character and appearance of the local area, contrary to the Policies D3 and D4 of the London Plan (2021), CP30 of the Enfield Core Strategy (2010), DMD6, DMD 7, DMD8 and DMD37 of the Enfield Development Management Document (2014) and the National Planning Policy Framework (2021) as a whole.
The proposed development, by virtue of its size, siting, proximity, form and detailed design would have an overbearing presence and create an unneighbourly loss of privacy as perceived by the occupiers of no.135 Bullsmoor Lane contrary to Policies D3 and D6 of the London Plan (2021), CP4 and CP30 of the Enfield Core Strategy (2010) and DMD8 and DMD10 of the Enfield Development Management Document (2014).
The proposal by reason of its poorly defined non-vehicular access arrangements and resultant poor linkage to the surrounding street network would fail to provide convenient access for pedestrians contrary to Policy T2 of the London Plan (2021), CP25 of the Enfield Core Strategy (2010) and DMD47 of the Enfield Development Management Document (2014).
In the absence of a flood management strategy which includes flood compensation and an overland flow route at the back of the site it has not been sufficiently demonstrated that the proposed development would not result in increased risk of flooding to neighbouring occupiers or the occupiers of the subject property contrary to policies CP21 and CP28 of the Enfield Core Strategy (2010), DMD 59, DMD 60, DMD 61, DMD 62 of the Development Management Document 2014 and policies SI 12 and SI 13 of the London Plan 2021.
The proposed development, in the absence of an adequate sustainable drainage strategy, fails to demonstrate how proposed measures manage the risk of flooding from surface water run-off and follow the drainage hierarchy in the London Plan, contrary to Policies SI 12 and SI 13 of the London Plan (2021), CP21 and CP28 of the Enfield Core Strategy (2010), DMD59, DMD60, DMD61 and DMD62 of the Enfield Development Management Document (2014) and the Enfield Strategic Flood Risk Assessment (2008).
