Conversion of single-family dwelling into 2Nos. self-contained flats involving single storey rear extensions, dormer roof extensions on the main rear roof slope and outriggers roof with front rooflights and extension to front entrance porch.
The scheme, by reason of the cumulative bulk, extent, scale, mass and siting of the proposed extensions (at ground floor and roof levels) would constitute an obtrusive, insensitive, incongruous and dominant form of overdevelopment of both the host property and the plot, in a cramped and contrived manner. This would disrupt its setting, erode its original form and destroy its integrity to the extent where the proposed additions would appear as unwieldy, out of proportion and discordant with the established character of the locality, harming the relationship between properties, the rhythm of the established roofscape in the host terrace and pattern of development found locally. As such, the proposed scheme is contrary to the National Planning Policy Framework (NPPF, 2019), Policies D3, D4 and GG2 of the London Plan (2021), DMD 6, DMD 6, DMD 11, DMD 13 and DMD 37 of the Development Management Document (2014) and CP2, CP4, CP5 and CP30 of the Core Strategy (2010).
The proposed scheme would result in the loss of a spacious 2 bed unit with direct access to a rear garden and the proposed replacement 2 bed unit would be smaller and have no access to any external amenity space at all. This is unacceptable as although not a large family sized unit, the existing dwelling which has a modest size rear garden could still adequately accommodate a small family whilst the proposed 2 bed unit would result in constrained living conditions for a small family. Moreover, the proposed 1 bed unit is not compatible with the residential character, accommodation type and general typology of residential occupation in the immediate surrounding area. Therefore, the proposal is contrary to Policies DMD 3, DMD 5, DMD 6 and DMD 8 of the Development Management Document (2014), Policies CP4, CP5 and CP6 of the Core Strategy (2010) and Policies D6, GG2, H1 and H10 of the London Plan (2021), as well as the National Planning Policy Framework (NPPF, 2019).
The proposed scheme by reason of the combined depth, scale, siting and mass would be a dominant/insensitive form of development that would cause significant increase sense of enclosure including the creation of a tunnelling effect at the side of the rear of No.25, overbearing and obtrusive impacts to both the side adjoining neighbouring properties. This would be to the extent where most of the rear habitable rooms at these adjoining properties would suffer from noticeable loss of daylight/sunlight, overshadowing effects and visual intrusiveness from main external amenity spaces. Therefore, the resulting impact would be an oppressive and unneighbourly form of overdevelopment, that would result in significant harm to the residential amenity of the adjoining residents. As such, the proposed scheme is contrary to the National Planning Policy Framework (NPPF, 2019), Policy D4 of the London Plan (2016), Policies DMD 6, DMD 8, DMD 11, DMD 14 and DMD 37 of the Development Management Document (2014) and Policies CP4 and CP30 of the Core Strategy (2010).
The site lies within a Floodzone 2 (medium probability of flooding) and due to the proposed extensive additional plot coverage in the rear garden and creation of new residential unit, it is required that flood and sustainable drainage information is provided to asses the impact on the proposed additional residential use (highly vulnerable). Therefore, in the absence of a site-specific Flood Risk Assessment and a Sustainable Drainage Strategy, the proposed scheme fails to appropriately consider and mitigate the risks of flooding from all possible sources, incorporate flooding proofing measures and allow for adequate permeable surfacing. This is therefore contrary with the National Planning Policy Framework (NPPF, 2019), Policies SI 12 and SI 13 of the London Plan (2016), DMD 59, DMD 60, DMD 61, DMD 62 and DMD 63 of the Development Management Document (2014) and CP21 of the Core Strategy (2010).
The proposed conversion of the property into 2Nos. self-contained flats, due to the number of conversions already permitted along this consecutive row of properties on Park Avenue, would result in the overconcentration of residential conversions to this part of the street. In addition, due to the number of existing conversions that have already taken place on the street, the proposed scheme would result in over 20% of all properties that have been converted on the street. This would lead to clustering of residential conversions and cause an imbalance in the mix of housing types, accommodation choices and tenures on a street that already has high proportion of residential conversions for self-contained flats and/or Houses in Multiple Occupation. Overall, there would be material harm to the residential character of the immediate area. The proposal is therefore contrary to Policy DMD 5 of the Development Management Document (2014), Policies CP4, CP5 and CP30 of the Core Strategy (2010) and Policies GG1, GG4 and H9 of the London Plan (2021), as well as the National Planning Policy Framework (NPPF, 2019).
