The proposed construction of a part of second floor rear extension, by reason of their scale, massing, prominence, design, materials, depth and appearance, constitute an incongruous form of development in an elevated position inconsistent with the prevailing pattern of development in the local area, and result in detrimental overlooking and loss of privacy to neighbouring residential gardens, overbearing and sense of enclosure, daylight and sunlight impact to the detriment of the character and appearance of the area and residential amenities. As such, the proposal runs contrary to policies D3, D4 and D6 of the London Plan (2021), policies 7A, 7B and 7.4 of the Ealing Development Management DPD (2013), Ealing Draft Local Plan (2024) and Housing Design Guidance (2022).
