Change of Use of a single dwelling (Use Class C3) into House in Multiple Occupation - HMO (Use Class C4) for up to 6 occupants
The proposed development, due to the absence of meaningful communal space, is likely to lead to overcrowding and a decline in occupants' living conditions. The proposal would therefore appear to represent an overconcentration rather than optimisation of the site capacity. As such, it is contrary to paragraphs 129 and 135 of the NPPF 2024, policies D3 and D6 of the London Plan 2021 and policy 7B of the Ealing Development Management DPD 2013.
The proposed change of use from a single dwellinghouse (Use Class C3) to a 6-person HMO (Use Class C4), in the absence of a suitably sized and functional shared communal living space, would result in an intensified pattern of occupation that is not appropriately supported by the internal layout of the property. This is likely to lead to increased activity, comings and goings and general use of external areas, which would erode the residential character and amenity of the surrounding area, which is predominantly characterised by single- family dwellinghouses. As such, the proposal would fail to respond appropriately to the prevailing character of the area and would not represent a design-led optimisation of the site. The development is therefore contrary to Policy D3 of the London Plan (2021) and Policies 7A and 7.4 of the Ealing Development Management DPD (2013).
