Construction of garage (following demolition of existing garage) and installation of drop kerb
The proposed development, by reason of its siting, excessive scale, bulk and height in close proximity to neighbouring properties—particularly No. 81 Churchfield Road and the rear garden areas of No. 79 Churchfield Road—would result in an overbearing and visually intrusive form of development, giving rise to an unacceptable sense of enclosure and loss of outlook for adjoining occupiers. The proposal would therefore fail to provide an appropriate standard of amenity and would be contrary to Policies D3 and D6 of the London Plan (2021) and Policy 7B of the Ealing Development Management DPD (2013).
The proposed garage, by reason of its design, siting and full-width coverage of the site frontage, would erode the openness of the site and remove a source of visual relief within a tightly built urban context. As a result, the development would appear as a dominant and incongruous addition that fails to respond positively to the established pattern of development and spatial character of the surrounding area. The proposal is therefore contrary to Policies D3 and D4 of the London Plan (2021) and Policies 7B and 7.4 of the Ealing Development Management DPD (2013).
The proposed extension of the dropped kerb to approximately 4.8 metres across a single property frontage would be excessive and not in accordance with the Council's adopted guidance on vehicular crossovers. The development would introduce an unjustified and potentially unsafe access arrangement, harmful to the safe and efficient operation of the highway. The proposal is therefore contrary to Policy T4 of the London Plan (2021) and the Council's Dropped Kerb: Application Pack for Residents (July 2021).
