Change of use of existing dwellinghouse into a self-contained flat on ground floor (Use C3) and a 5 bedroom 8 occupant HMO on first and second floors and associated internal and garden alterations; installation bin storage, bike storage; installation of fence to front elevation

Why it was refused
Reason 1

The proposed development, by reason of the intensity of occupation arising from the combination of a 4-bedroom self-contained flat and an 8-person large HMO within the host property, would result in the over-intensification of the residential use of the host property, that would materially increase activity, comings and goings, and associated noise and disturbance, to the detriment of the living conditions of adjoining occupiers and the character of this relatively quiet residential environment. The submitted management plan is insufficient to demonstrate that these impacts would be satisfactorily mitigated. As such, it would fail to create a balanced community and the proposal is contrary to policies D3 and D4 of the London Plan (2021), Policy 1.1 of the Adopted Ealing Development (Core) Strategy, and Policies 3.5, 7B and 7.4 of the Ealing Development Management DPD (2013) and Policy DAA of the Ealing Local Plan (Regulation 22) (2024).

Reason 2

The proposed development, by reason of the minimum space standard not being met for the ground floor self-contained flat, sub-standard combined floor areas for living/kitchen/dining space and lack of privacy for the external amenity space would fail to provide an acceptable quality of accommodation, to the detriment of future occupants. It would be contrary to the London Plan Housing Design Standards (2023), policy D6 of the London Plan (2021), policy 7B of the Ealing Development Management Development Plan Document (2013) and paragraph 135 (f) of the NPPF (2025).

Reason 3

The proposed 5 bedroom 8 person large HMO on the upper floors, by reason of the lack of adequate kitchen facilities would fail to meet the Ealing HMO standards (2025). The absence of openable windows in bedroom 4 and the kitchen, would fail to provide sufficient to provide an acceptable level of light, outlook and ventilation. Therefore, the proposal would fail to provide satisfactory living conditions for future residents and would not accord with Ealing's Standards for Houses in Multiple Occupation (2025), policy D6 of the London Plan (2021), policy 7B of the Ealing Development Management Development Plan Document (2013) and paragraph 135 (f) of the NPPF (2025).

Reason 4

The proposed development, by reason of the number of bin and cycle storage required and the proposed arrangement in the front forecourt would result in a cramped forecourt arrangement to the detriment of the living conditions of future occupants. It would be contrary to the London Plan Housing Design Standards (2023), policy D6, T4 and SI 8 of the London Plan (2021), DEC_NOT Page 2 of 3 policy 7B of the Ealing Development Management Development Plan Document (2013) and paragraph 135 (f) of the NPPF (2025).
