The scale, depth and cumulative massing of the proposed part single, part two and part three storey rear extensions, together with the rear roof extension, would result in an overdevelopment of the site. The proposal fails to respond appropriately to the constrained plot size and the established built form of the terrace and would appear visually dominant and disproportionate when viewed from neighbouring properties and rear gardens. The intensity of the development, in combination with the subdivision of the dwelling into three self-contained flats, represents an unsatisfactory form of development that does not respect the scale or capacity of the site. The proposal is therefore contrary to Policy D3 of the London Plan (2021) and Policies 7.4 and 7B of the Ealing Development Management DPD (2013).
The proposed rear extensions, by reason of their height, depth and proximity to neighbouring boundaries, would result in an unacceptable loss of daylight and sunlight, an overbearing impact and an increased sense of enclosure to adjoining residential properties, particularly No. 17 Chaucer Road. Furthermore, the proposed first floor and lower ground floor terraces, together with the increased number of rear-facing openings, would result in unacceptable levels of overlooking and loss of privacy to neighbouring occupiers' habitable rooms and private amenity spaces. These impacts could not be satisfactorily mitigated through screening without undermining the usability of the spaces. The proposal would therefore result in material harm to the living conditions of the neighbouring occupiers and is contrary to Policy D6 of the London Plan (2021) and Policy 7B of the Ealing Development Management DPD (2013).
The proposed rear extensions and roof alteration, by reason of their scale, bulk and roof form, would fail to respect the architectural proportions and hierarchy of the original Victorian terrace. The introduction of a large rear dormer extension, in a section of the terrace where such forms are not a prevailing characteristic, would appear visually intrusive and erode the consistent rear roofline and terrace rhythm. The proposal would therefore harm the character and appearance of the host building and the surrounding area, contrary to Policies 7.4 and 7B of the Ealing Development Management DPD (2013).
The proposed internal layout would fail to provide an adequate standard of accommodation for future occupiers. In particular, Flats 1 and 2 would contain kitchens and sanitary accommodation that lack sufficient access to natural daylight and natural ventilation, resulting in a reliance on internalised arrangements and mechanical ventilation that would give rise to a poor quality internal living environment. In addition, the development would fail to provide an adequate standard of usable private outdoor amenity space for Flat 3, a two bedroom unit, as the proposed terrace would be limited in size, functionally constrained by necessary privacy mitigation measures, and unsuited to serving as meaningful outdoor space for a family sized dwelling. As such, the proposal would fail to deliver a high quality living environment for future occupiers, contrary to Policies D3 and D6 of the London Plan (2021) and Policy 3.5 of the Ealing Development Management Development Plan Document (2013). The submitted information fails to clearly demonstrate that an adequate level of safe, secure, accessible and policy compliant cycle parking would be provided to serve the likely level of occupancy arising from the proposed development. The scheme provides 5 cycle parking spaces where a total of 6 spaces is required by the London Plan (2021). Insufficient detail has been provided to justify the number, configuration and practicality of the proposed cycle storage arrangements in accordance with adopted standards. In the absence of robust and policy compliant cycle parking provision, the proposal fails to promote sustainable transport choices, contrary to Policy T5 of the London Plan (2021) and Policy 6.13 of the Ealing Development Management Development Plan Document (2013).
