Conversion of existing flats x 2 into 6 self-contained flats (4 additional flats) over first and second floor level, above existing commercial space at basement/ground floor level; part first floor side/rear extension; mansard roof extension; alterations to ground floor entrance; associated cycle and refuse storage
The proposed development, by reason of the absence of fully furnished internal floorplans, poor outlook and inadequate provision of daylight to Bedroom 3 of Flat 3, and its proximity to neighbouring plant, together with overlooking to Bedroom 1 of Flat 1 arising from the inset balcony, and undersized private amenity spaces for Flats 1 and 3 within an area of park deficiency, would result in a substandard quality of residential accommodation. In addition, the proposal fails to provide separate and clearly defined residential and commercial refuse and recycling storage, further detracting from the quality of the residential environment. The development therefore fails to provide an acceptable standard of living accommodation, contrary to Policy D6 of the London Plan (2021), Policies 3.5 and 7D of the Ealing Development Management DPD (2013), and the Housing Design Standards LPG (2023).
The proposed development, by reason of the excessive setback of the mansard roof from the front elevation, results in a poorly resolved and visually incoherent form of development that fails to optimise the site or respond positively to local character. Furthermore, the stepped parapet to the western elevation introduces unnecessary visual complexity, and insufficient detail has been provided in respect of the proposed shopfront design, including signage and shutters. As such, the proposal fails to achieve a high standard of design, contrary to Policies D3 and D4 of the London Plan (2021), Policies 7.4 and 7B of the Ealing Development Management DPD (2013), and Draft Policy DAA of the Ealing Draft Local Plan (Regulation 22).
The proposed development fails to provide separate and adequate waste and recycling storage facilities for the residential and commercial uses. Consequently, the scheme does not comply with the borough's waste management guidelines and fails to ensure sufficient, accessible and functional waste and recycling provision. The proposal is therefore contrary to Policy SI 7 of the London Plan (2021) and the Ealing Council Waste Management Guidelines for Architects and Developers.
