The proposal, by reason of its siting, design, appearance and scale would constitute an overdevelopment of a constrained site with a cramped, incongruous and dominant appearance that would be out of keeping with the prevailing pattern of development of the area and harmful to surrounding visual amenity and character along Ribblesdale Avenue. It is therefore contrary to Policies D3 and D4 of the London Plan (2021), Policies 7.4 and 7B of the Ealing Development Management DPD (2013), and Policy DAA of the Ealing Draft Local Plan (Regulation 22).
The proposal, by reason of its siting, scale and design, including location of windows causes unacceptable amenity impact towards no. 2 Wood End Lane in terms of loss of light, loss of outlook, overbearing and overshadowing, and no. 1 Ribblesdale Avenue including loss of privacy and overbearing. It is therefore contrary to Policies D3 and D6 of the London Plan (2021), Policies 7.4 and 7B of the Ealing Development Management DPD (2013), and Policy DAA of the Ealing Draft Local Plan (Regulation 22).
The proposed development, by reason of failing to meet standard of ceiling height, dual aspect and private outdoor amenity space, would constitute a substandard and unsustainable form of development that would provide poor quality living conditions for future residents. The proposal would therefore fail to comply with policy D6 of the London Plan (2021), policy 7B of the Ealing Development Management Development Plan Document (2013), London Housing Design Standards LPG (2023) and the NPPF (2025).
