The proposed dwelling by reason of its design, scale and location results in an incongruous development that is out of character with the nearby pattern of development and prevailing urban grain. Due to its location and siting the proposal poses legibility issues, reduces the functionality and integration with the local area. As such, the proposal is contrary to the National Planning Policy Framework (NPPF), policies 7.4 and 7B of the Ealing Development Management Development Plan (2013) and policies D3 and D4 of the London Plan (2021), the Ealing Housing Design Guidance (2022) and policy DAA of the draft Ealing Local Plan Regulation 22 (2024).
The application drawings inaccurately demonstrate the existing situation on the site, with the access road encroaching on the external private amenity space for Nos. 37-41 Grosvenor Road, to the detriment of the living conditions for the occupiers of the Ground Floor flats. This would cause unacceptable impacts on the residents and as such, the proposal does not comply with Paragraph 140 of the NPPF (2024) and is contrary to policies D3 and D6 of the London Plan (2021), policy 7B of the Ealing Development Management DPD (2013) and policy DAA of the draft Ealing Local Plan Regulation 22 (2024).
The proposed dwelling, by reason of the lack of private outdoor amenity space would fail to provide an acceptable level and quality of accommodation, to the detriment of the living conditions of future occupiers. As such, the proposal is contrary to Policy D6 of the London Plan (2021), Policy 3.5 of the Ealing Development Management DPD (2013) and the London Plan Guidance: Housing Design Standards (2023).
The proposed dwelling, by reason of the lack of information submitted on Biodiversity Net Gain, fails to account for biodiversity and ecology impacts of the development. As such, the proposal does not comply with Schedule 7A of the Town and Country Planning Act 1990 (inserted by the Environment Act 2021) and is contrary to Policies G5 and G6 of the London Plan (2021).
