The proposed single storey modular classroom by way of its siting and design would result in an incongruous form of development in relation to the character of the host building and wider area; it is considered that the proposal would fail to be visually sympathetic to the host building or wider Hanger Hill Garden Estate Conservation Area. As such, the proposed development would fail to adhere to Section 12 and 16 of the National Planning Policy Framework (2023), polices D4 and HC1 Policies 1.1, 1.2 and 2.10 of the Ealing Core Strategy (2013); Policies 7.4, 7B and 7C of the Ealing Development Management DPD (2013), and the Hanger Hill Garden Estate Conservation Area Management Plan (2009).
