Change of use from Chinese takeaway (Sui Generis) to Commercial, Business and Service (Class E) and creation of a self-contained residential flat (Class C3) on ground floor; alterations to the existing first floor flat and creation of a mansard roof extension to form a new flat, installation of a staircase to the rear and refuse and cycle storage
The proposed self-contained residential flat on the ground floor, by reason of the lack of natural light, outlook from the bedroom, substandard amenity space, inadequate kitchen/living/dining space and lack of clearly identifiable built in storage, would fail to provide an acceptable level and quality of accommodation, to the detriment of the living conditions of future occupiers. As such, the proposal is contrary to Policy D6 of the London Plan (2021), Policy 3.5 of the Ealing Development Management DPD (2013) and the London Plan Guidance: Housing Design Standards (2023).
The proposed self-contained residential flat on the ground floor, by reason of the inadequate cycle storage, would not help remove barriers to cycling and create a healthy environment in which future occupiers choose to cycle, to the detriment of sustainable transport. As such, the proposal fails to accord with Policy T5 of the London Plan (2021) and London Cycling Design Standards (2014).
