The proposed development due to its scale, siting, massing and design would represent an incongruous form of overdevelopment that is considered harmful to the streetscene and out of keeping with the established pattern of development of the area contrary to policy D3 of the London Plan (2021), policies 7.4 and 7B of the Ealing Development Management DPD, and Section 12 of the National Planning Policy Framework.
The proposed development due to its siting, proportions and closeness to neighbouring properties would have a harmful effect on the residential amenity presently enjoyed by adjoining occupiers by reason of loss of light and an overbearing effect and overlooking of adjoining properties. As such the proposal is considered to be contrary to section 12 of the National Planning Policy Framework, policy D6 of the London Plan 2021, policies 1.1 (g) (h), 1.2 (h) and 4.1 (d) of the adopted Ealing's Development (Core) Strategy (2012) and policies ELV 7.4 and 7.B of the Ealing Development Management Plan Document (2013).
The proposed development would provide inadequate private amenity space for the proposed dwellings resulting in unacceptable living conditions for prospective occupiers contrary to Policy 7D of the Ealing Development Management Development Plan 2013 and Policy D6 of the London Plan.
One of the proposed dwellings would fall below the minimum size standard specified by the London Plan and the DCLG Technical housing standards - nationally described space standard (2015) resulting in unacceptable living conditions for prospective occupiers contrary to Policy D6 of the London Plan.
