The proposed development, by reason of its height, width, scale, bulk, sitting and design would result in an overly dominant and unsympathetic form of development, which fails to retain the open and spacious character of the locality, to the detriment of the character and appearance of the Conservation Area. As such, the proposal fails to accord with Paragraphs 199 and 202 of the NPPF (2021), Policies D3, D4 and HC1 of the London Plan (2021), Policies 7.4, 7B and 7C of the Ealing Development Management DPD (2013), the Hanwell Village Green Conservation Area Appraisal and Management Plan (2008) and Policy DAA of Ealing's draft new Local Plan (Regulation 18).
