Erection of a single storey rear extension to provide a further bedroom and living space to the existing large HMO, along with other associated site alterations
The proposed rear extension, by virtue of its excessive scale and insensitive design would result in harm to the character and appearance of the South Norwood Conservation Area and the setting of neighbouring locally listed buildings. The development therefore conflicts with The Croydon Local Plan (2018), in particular policies DM10 and DM18 as well as The London Plan (2021), in particular policies D3 and HC1.
The proposed rear extension, due to its large scale and position close to a ground floor bedroom window at 8 Lawrence Road would result in harm to living conditions due loss of light and outlook. The development would conflict with Policies SP4 and DM10 of the Croydon Local Plan (2018) and Policy D3 of the London Plan (2021).
The application has failed to adequately consider fire safety which could pose a risk to occupants. The proposal therefore conflicts with Policy D12 of the London Plan (2021). In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
