Erection of front porch and single storey rear extension. Erection of front access gates and perimeter walls and metal railing.
The front boundary wall, gates and metal railings and the front porch, by reason of their size, siting, form and design would result in a visually dominant and incongruous addition that would fail to respect the form, proportions and appearance of the existing dwelling and surrounding area. The proposal would be contrary to Policies D3 and D4 of the London Plan 2021 and Policies SP4 and DM10 of the Croydon Local Plan 2018.
It has not been demonstrated that vehicle sightlines to Biggin Hill are maintained for both the host site and the adjacent access road. The proposed gates would also result in vehicles waiting across the footway and carriageway to enter the site while the gates are opening, causing an obstruction affecting highway safety which would not comply with the current crossover policy of the council. As such the proposed development would harm the safety and efficiency of the highway network contrary to Policies T3, T4 and T6.1 of the London Plan 2021 and Policies SP8, DM20, DM29 and DM30 of the Croydon Local Plan 2018. In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way:
To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
