To convert a five bedroom house into two houses.
The proposal would fail to provide an acceptable standard of accommodation for future residents in terms of internal floorspace standards, storage space and rooms sizes for the proposed house. The development therefore conflicts with policy DM10 of Croydon Local Plan (2018), policy D6 of the London Plan (2021), Mayor of London Plan Guidance Housing Design Standards June 2023 and National Floorspace Standards March 2015.
The proposal fails to provide adequate swept paths analysis to demonstrate that a suitably sized vehicle would be able to access and leave car parking space to the rear of the site in a safe manor contrary to Policies DM29 and DM30 of the Croydon Local Plan (2018) and Policies T4 and T6 of the London Plan (2021).
The applicant has failed to secure through an appropriate mechanism (such as a Section 106 agreement) appropriate mitigations and obligations to ensure compliance with policy in respect to Sustainable Transport, contrary to Croydon Local Plan (2018) policies SP8 and DM29 and London Plan (2021) policies T4 and T9. As a result, the application fails to ensure that the appropriate off-site infrastructure is provided to mitigate its impacts. In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
