Scheme description

Erection of a two storey side extension and single storey rear extension, including a raised patio to the rear and alterations to the landscaping to the front of the property.

Why it was refused
Reason 1

The single storey rear extension would be detrimental to the amenities of the occupiers of the neighbouring property No. 81 Blenheim Park Road by reason of its size and siting, resulting in a loss of light and outlook, and an increased sense of enclosure. Furthermore, the height and siting of the proposed raised patio would cause a loss of privacy to the occupiers of the neighbouring properties either side, thereby conflicting with Policies SP4 and DM10 of the Croydon London Plan (2018).

Reason 2

By reason of its siting, scale, bulk, and design the proposed two storey side extension would dominate and detract from the character and appearance of the existing building and surrounding area harming the visual amenities of the street scene. The proposal would thereby conflict with Policy D4 of the London Plan 2021 and Policies SP4 and DM10 of The Croydon Local Plan 2018. In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority's suggested improvements were not adopted by the applicant. The Local Planning Authority delivered the decision in a timely manner.
