Reason 1

The proposed development would fail to provide any three bedroom homes in line with the council's strategic 30% target. The proposal would therefore conflict with Policy H10 of the London Plan (2021) and Policy SP2.7 of the

The proposed development would provide a poor standard of accommodation for future occupiers. Flats C and D would fall below the nationally described space standards, Flat E would fail to meet the minimum floor to ceiling height, and the communal amenity space would result in unacceptable impacts on the privacy of Flats A and B and appears to be inaccessible to the upper floor flats. The proposal conflicts with Policy D6 of the London Plan (2021) and Policies SP2.8 and DM10 of the Croydon Local Plan (2018).

In the absence of a legal agreement to restrict future occupiers' eligibility for parking permits and secure a financial contribution towards sustainable transport improvements, the proposal would conflict with Policies SP8.12, SP8.13, DM29 and DM30 of the Croydon Local Plan (2018). In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
