Erection of a three-storey block of flats together with two detached two-storey houses; formation of accessway, provision of car and cycle parking, refuse storage and soft landscaping
The proposed development would cause harm to the character and appearance of the area by virtue of overdevelopment, in particular the positioning of the rear building and the size/layout of the L- shape rear wing, contrary to Croydon Local Plan (2021) in particular policy DM10, as well as London Plan (2021) policies D3 and D4.
The proposed development would create an unsafe environment by reason of its poorly designed layout, in particular the absence of a clearly delineated raised pavement to protect pedestrians from vehicular movements and parking areas, resulting in an increased risk of conflict between pedestrians and vehicles. The proposal is contrary to Policies SP8, DM10, DM29 and DM30 of the Croydon Local Plan (2021) and Policy T4 of the London Plan (2021).
The applicant has failed to secure through an appropriate mechanisms (such as section 106 agreement) appropriate mitigations and obligations to ensure compliance with policy in respect to sustainable modes of transport and promotion, and on-site waste management, and is therefore contrary to Croydon Local Plan (2018) in particular policies SP8, and DM13, DM29, and contrary to London Plan (2021) in particular policies D6 and, T1, and guidance contained in Waste and Recycling in Planning Policy Document August 2015. In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The Local Planning Authority delivered the decision in a timely manner.
