Construction of part single-storey and part first-floor rear extensions, together with a loft conversion including a rear dormer and rooflights to the front roof slope
The proposed proposals, by reason of their size, bulk, massing and design, would result in a visually bulky and incongruous addition that fails to respect the character of the original property and the established pattern of development within the street. The development would disrupt the cohesive architectural character of the host dwelling and surrounding area, contrary to Policies D3 and D4 of the London Plan (2021) and Policies SP4 and DM10 of the Croydon Local Plan (2018).
The proposed first floor extension and dormer, would result in an overbearing and visually intrusive form when viewed from neighbouring property and would give rise to an increased sense of enclosure and loss of outlook and light to no.22, resulting in unacceptable harm to residential amenity contrary to Policies D3 and D6 of the London Plan (2021) and Policies SP4 and DM10 of the Croydon Local Plan (2018). In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
