The development, by reason of its size, form and design, would detract from the character of the host property and would fail to preserve or enhance the character or appearance of the Webb Estate and Upper Woodcote Village Conservation Area. This would thereby conflict with section 16 of the NPPF (December 2024), policies D3, D4, HC1 of the London Plan 2021 and policies SP4.1, DM10 and DM18 of the Croydon Local Plan 2018, the Croydon Conservation Area Supplementary Planning Guidance and the Webb Estate and Upper Woodcote Village Conservation Area Appraisal and Management Plan (2007).

The proposal has failed to demonstrate that the health and longevity of trees which make a positive contribution to the character of the Conservation Area, would be retained and maintained during the construction phase of the development. The development would thereby conflict with Policies DM28 and DM10 of the Croydon Local Plan (2018) and G7 of the London Plan (2021). In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies, which are available on the Council's website. The scheme does not comply. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre-Application process.
