Why it was refused
Reason 1

The proposal, due to its excessive scale and poor design would represent an unsympathetic and harmful development to the detriment of the appearance and character of the Church Road Conservation Area. As such, it is contrary to Policies DM10 and DM18 of the Croydon Local Plan (2018), Policies D3, D4 and HC1 of the London Plan (2021) and the National Planning Policy Framework (2021).

Reason 2

The proposed development would result in an unacceptable loss of privacy to neighbouring gardens due to position of first floor windows. The development therefore conflicts with Policy DM10 of the Croydon Local Plan (2018) and the Supplementary Planning Document: Suburban Design Guide (2019)

Reason 3

The proposal due to substandard bedroom sizes and poor outlook would result in an overall substandard quality of living conditions for future occupiers. The development is contrary to Policy DM10 of the Croydon Local Plan (2018), Policy D6 of the London Plan (2021) and the Supplementary Planning Document: Suburban Design Guide (2019).

Reason 4

The proposal fails to demonstrate that cars could manoeuvre to and from the site safely and easily due to a lack of tracking diagrams or visibility splays. The development conflicts with Croydon Local Plan (2018) Policies DM29 and DM30.

Reason 5

The proposed bin store location would not be serviceable for Council operatives due to the distance from the collection point and no waste management information has been provided. The development is contrary to Policy DM13 of the Croydon Local Plan (2018) and the Supplementary Planning Document: Suburban Design Guide (2019) In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
