Construction of two storey building with habitable roof space between existing buildings to provide three self-contained flats (following demolition of existing garage and store) and internal and external alterations to existing buildings

Why it was refused
Reason 1

The proposal by way of its siting, design, appearance, scale, height, form, layout, poor quality landscaping and siting and size of refuse stores would represent an unsympathetic, incongruous, cramped and dominant overdevelopment to the detriment of the architectural integrity of the existing buildings, the street scene and character of the surrounding area. As such, it is contrary to policy DM10 and DM13 of the Croydon Local Plan (2018), policies D3 and D4 of the London Plan (2021) and the Supplementary Planning Document: Suburban Design Guide (2019).

Reason 2

The proposal by reason of its siting, design and scale would result in undue enclosure and loss of outlook and privacy to the occupiers of the existing flats on the site as well as an increase in noise and nuisance, to the detriment of their residential amenity. As such, it is contrary to policy DM10 of the Croydon Local Plan (2018), policies D3, D4 and D14 of the London Plan (2021) and the Supplementary Planning Document: Suburban Design Guide (2019).

Reason 3

The proposal due to its provision of no communal amenity space or child play space, poor outlook/lighting and poor and inaccessible cycle storage would provide insufficient quality living conditions for future occupiers to the detriment of their residential amenity. As such, it is contrary to policies SP2.8, DM10 of the Croydon Local Plan (2018), policies D3, D6 and T5 of the London Plan (2021) and the Supplementary Planning Document: Suburban Design Guide (2019). In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way:

To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority's suggested improvements were not adopted by the applicant. The Local Planning Authority delivered the decision in a timely manner.
