Scheme description

Erection of five storey building to provide ground floor commercial units together with 9no. one, two and three bedroom upper floor apartments following demolition of existing building.

Why it was refused
Reason 1

The proposed development, by reason of its massing, poor quality elevation composition and appearance would result in an unsightly form of development which would fail to integrate successfully in townscape terms or make a positive contribution to the setting of the local character and immediate surroundings resulting in a visually intrusive form of development contrary to Policies SP2 and DM10 of the Croydon Local Plan 2018, Policies D4 and D8 of the London Plan 2021 and Councils Supplementary Planning Document Suburban Design Guide (SDG) 2019

Reason 2

The development would result in poor standard of accommodation by reason of number of single aspect flats, thereby conflicting with Policy DM10 of the Croydon Local Plan 2018, Policies D4, D6, D7 of the London Plan 2021 and the Councils Supplementary Planning Document Suburban Design Guide (SDG) 2019

Reason 3

The proposal would result in an intrusive and imposing form of development detrimental to outlook of the neighbour at 61 South End with the potential to cause a loss of daylight to this adjoining occupier contrary to policy DM10 .6 of the Croydon Local Plan 2018 and the Councils Supplementary Planning Document Suburban Design Guide (SDG) 2019.

Reason 4

The proposal would result in inappropriate refuse storage facilities by reason of lack of storage for bulky items and therefore would be contrary to Policy DM13 of The Croydon Local Plan 2018.

Reason 5

The proposed development would not provide suitably designed residential cycle storage accessible to all, would fail to provide commercial cycle storage facilities and does not include sustainable highway improvements or measures to reduce car dependency contrary to Policies SP8, DM29 and DM30 of The Croydon Local Plan (2018) and Policies T4, T5, T6.3 and T9 of the London Plan 2021. In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority's suggested improvements were not adopted by the applicant. The Local Planning Authority delivered the decision in a timely manner.
