The siting of the modular classrooms and provision of temporary car parking area could have a detrimental effect on the setting of a Listed Building, and setting of a Locally Listed Building, and could have a detrimental effect on the retention of a green landscape and trees and would thereby conflict with Policies HC1, G1, G5, and G7 of the London Plan 2021 and Policies SP4.1, SP4.2, SP4.12, SP4.13, DM10.8, DM18.1, DM18.2, DM18.3, DM18.5, SP7.1, SP7.5 and DM28 of the Croydon Local Plan 2018.

The development could be detrimental to highway safety and sustainable travel choice through the access to, and provision and extent of the temporary car parking area and would thereby conflict with Policies T1, T4, T5, and T7 of the London Plan 2021, and Policies SP8.1, SP8.3, SP8.6, SP8.7, SP8.13, SP8.15, DM29 and DM30 of the Croydon Local Plan 2018. In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions for the specified development were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process.
