Proposal for a new self-built 2 bedroom dwellinghouse in the land adjacent to property n.91 with associated refuse and bike store
The proposal by reason of its size, massing, position, design, appearance and choice of materials would result in an unsightly and obtrusive form of development which would appear overly wide in the streetscene out of keeping with the consistent row of terraces and would fail to integrate successfully within the immediate surroundings or respect or improve the existing pattern of buildings. The proposal would be detrimental in terms of its appearance in the streetscene. It would detract from the immediate surroundings and overall would result in an unacceptable development in townscape terms contrary to policies Policy 7.4 of the London Plan 2016 and Policies SP4 and DM10 of the Croydon Local Plan 2018 and the Suburban Design Guide SPD 2019
The proposal would be detrimental to the visual amenity and outlook of the adjoining occupiers and surrounding neighbouring properties. The proposal would therefore be contrary to policies DM10 of the Croydon Local Plan 2018.
The local authority is not satisfied that sufficient detail has been provided to ensure that the proposal would result in provision of suitable refuse storage facilities in terms of appearance for potential occupiers and therefore would be contrary to Policy DM13 and DM10 of The Croydon Local Plan 2018
The proposal would result in the loss of an existing off street parking space and fails to provide sufficient details to demonstrate adequate re-provision of on-street parking for both this loss and for the new additional unit, without leading to significant increase in on street parking pressure contrary to Policies SP8 and DM30 of The Croydon Local Plan (2018). In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application. The Local Planning Authority's suggested improvements were not adopted by the applicant. The Local Planning Authority delivered the decision in a timely manner.
