Scheme description

Erection of a 4 storey building (including lower ground floor accommodation) to provide 6 units with alterations to the existing land levels and provision of associated parking and landscaping.

Why it was refused
Reason 1

The proposal by reason of its design, mass, height and scale would create the appearance of an out of character development which would be detrimental to the general character and appearance of the area, contrary to Policies D3 and D4 of the London Plan (2021), Policies SP4 and DM10 of the Croydon Local Plan (2018) and the Croydon Suburban Design Guide (2019).

Reason 2

The proposed development would provide sub-standard accommodation for future occupiers by reason of the poor quality internal layouts, lack of privacy and amenity space for flat 1 and 2 as well as poor access and quality of the rear communal amenity areas. The proposed development is considered to be contrary to the Suburban Design Guide SPD (2019), Policies SP2.8, SP4.1 and DM10 of the Croydon Local Plan (2018) and the Mayor's Housing SPG, Policy D3 and D6 of the London Plan (2021).

Reason 3

The development would not provide an adequately inclusive or accessible accommodation for future occupiers given its internal layout by reason of the absence of a lift and any M4(3) dwellings, contrary to policy SP2.8 of the Croydon Local Plan (2018) and policies H2 and D7 of the London Plan (2021).

Reason 4

The proposed development would be detrimental to the amenities of the occupiers of adjoining occupiers, 63 Woodcote Valley Road and would thereby conflict with Policy D3 of the London Plan (2021), Policies SP4 and DM10.6 of the Croydon Local Plan (2018), and the Suburban Design Guide SPD (2019).

Reason 5

The proposed development, by reason of inadequate car parking provision, lack of blue badge parking and failure to provide segregated and safe pedestrian access, as well as failure to offer a contribution towards sustainable transport initiatives in the vicinity to alleviate traffic generation created by the development, would have an unacceptable impact on pedestrian safety and the highway network contrary to Policies T4, T6, T6.1 of the London Plan (2021), Policies SP8, DM29 and DM30 of the Croydon Local Plan (2018) and the Suburban Design Guide SPD (2019).

Reason 6

The development would not provide satisfactory facilities for refuse within the site and would thereby be contrary to Policies D6, Table 3.2 and SI7 of the London Plan (2021), Policy DM13 of the Croydon Local Plan (2018) and the Suburban Design Guide SPD (2019).

Reason 7

Insufficient information has been provided to demonstrate that the proposed sustainable drainage strategy would adequately mitigate flood risk from the site, contrary to Policies SP6.4 and DM25 of the Croydon Local (2018) and Policy SI13 of the London Plan (2021)

Reason 8

The Fire Statement does not demonstrate that the highest standards of fire safety have been achieved as the statement does not adequately address all requirements of policy D12(A) of the London Plan (2021)

Reason 9

The development would result in loss of a significant number of protected trees on the site which would be detrimental to the character of the area, contrary to Policies SP7, DM10.8 and DM28 of the Croydon Local Plan (2018) and Policy G7 of the London Plan (2021) In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way:

Reason 10

To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. In this instance the pre application advice was not adhered to. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
