The proposal by reason of its layout in tandem with the intensity of use/intended level of occupation would fail to provide high quality accommodation for prospective occupiers, thereby contrary to Policy 9 of the Bromley Local Plan and Policy D6 of the London Plan.
The proposed 11-bedroom HMO would result in an undesirable intensification of the site, would be out of character with the area by way of increased levels of comings and goings and general disturbance contrary to Policies 9 and 37 of the Bromley Local Plan.
