Conversion of single-family dwelling into 2x self-contained flats with demolition of conservatory and rear outbuilding, erection of two-storey side, two-storey rear extension and provision of cycle and bin storage

Why it was refused
Reason 1

The proposed development compromises the amenity of the future occupants of Flat 2, due to the failure to provide the minimum gross internal floor area, contrary to policy D6 of London Plan (2021) and policy DMP1 of Brent's Local Plan 2019-2041..

Reason 2

The proposed ground floor rear extension by virtue of its excessive depth from the original rear wall of the dwellinghouse, would result in a discordant addition that is harmful to the character of the host dwelling. Furthermore, the proposed first-floor rear extension, by reason of its depth and proximity to the neighbouring boundary would compromise the residential amenity of the occupants of the neighbouring property at No. 38 Burns Road, by reason of reduced outlook, loss of light, overbearing character and increased sense of enclosure, contrary to DMP1 of Brent’s Local Plan (2019-2041) and Supplementary Planning Document 2 (2018).

Reason 3

The proposal would result in an overpovision of parking, encouraging excessive reliance on private motor vehicles. Furthermore, the proposed bin and cycle storage facilities are inadequate, by reason of their size and location, contrary to DMP1 and BT2 of the Brent Local Plan (2019-2041) and Policy T5 of London Plan (2021).

Reason 4

In the absence of submissions addressing urban greening, the proposed development would not demonstrably achieve a satisfactory urban greening factor and would not effectively demonstrate mitigation and enhancement of local green infrastructure. The proposal is therefore unacceptable and contrary to the requirements of policy BH4 and BGI1 of Brent’s Local Plan (2019-2041) and the guidance set out within Sustainable Environment & Development – SPD – 2023.
