Retention of rear outbuilding in the rear garden of the dwellinghouse
The outbuilding by virtue of its excessive size, height, poor quality finish and close proximity to the side and boundaries, appears as an obtrusive and overbearing feature, spanning the majority of the width of the garden, which is disproportionately large and out of character with the local area and detrimental to the visual amenities of the neighbouring properties and the locality. This is contrary to Policy DMP1 of Brent's Local Plan 2019-2041 Policies and Brent's Supplementary Planning Document 2 (2018).
The proposal has failed to consider the loss of soft landspacing within the application site or demonstrate that there has not be a detrimental impact on the biodiversity value within the site or set out measures to provide a net gain in biodiversity, contrary to policies BGI1 of Brent's Local Plan 2019-2041.
In the absence of information to demonstrate otherwise, the proposal fails to make adequate provision for the control and reduction of surface water run-off especially in light of re-paving of all the rear garden and as such would be contrary to policy BSUI4 of Brent's Local Plan 2019-2041.
