Conversion of the existing dwelling into 2no. self-contained flats and addition of first floor rear balcony including metal railing and fixed frosted glass panels to sides.
The proposed sub-division of the property to form 2no. self-contained flats, by reason of its location within a road characterised by single family dwellinghouses, would be incongruous to the established pattern of development and contribute towards change in the function and character of the street. As such the proposal would be contrary to Policies CDH01 and HOU03 of the adopted Barnet Local Plan (2025) and the Residential Design Guidance SPD (2016).
The proposed first floor rear balcony by reason of its siting and design would be out of character and would be detrimental to the appearance of the host site and general locale, failing to respond sensitively to the established pattern of development, contrary to Policy D3 of the London Plan (2021), Policies CDH01 and CDH05 of the LB Barnet Local Plan (2025) and the Residential Design Guidance SPD (2016).
The proposed development would fail to provide any private outdoor amenity space to serve the future occupiers of Flat 2. The proposal would also fail to provide sufficient internal floor to ceiling height to the flats (requirement of internal height of 2.5m for at least 75% of each flat). The development would therefore result in a substandard form of residential accommodation to the detriment of the amenities of the future occupiers of the proposed units. As such, the proposal would be contrary to Policies D3 and D6 of the London Plan (2021), Policies CDH01, CDH07 and HOU03 of the Barnet Local Plan 2025, the Sustainable Design and Construction SPD (2016) and the Residential Design Guidance SPD (2016).
