The proposed development, by reason of its siting, massing, design, and appearance, would result in an unsympathetic form of over-development, appearing unduly cramped and markedly incongruous to the established pattern of development, whilst the rear dormer, by reason of its width and scale would appear disproportionate and overly dominant, to the detriment of the character and appearance of the host site, street scene and surrounding area, contrary to Policies DM01 and DM02 of the LB Barnet: Local Plan (Development Management Policies) DPD (2012), Policy CDH01 of the LB Barnet: Local Plan (Adoption Version) (2025), Policy D3 of the London Plan (2021), the Sustainable Design and Construction SPD (2016) and the Residential Design Guidance SPD (2016)
The proposal fails to provide off-street parking corresponding to the anticipated demand associated with the existing dwelling at No. 58 Gloucester Road. Insufficient information has been submitted to demonstrate that any overspill parking can be accommodated on the public highway without adversely affecting the free flow of traffic and pedestrian and highway safety, contrary to Policy DM17 of the LB Barnet: Local Plan (Development Management Policies) DPD (2012), Policy TRC03 of the LB Barnet: Local Plan (Adoption Version) (2025) and Policies T4 and T6.1 of the London Plan (2021)
