The proposed side and rear dormer windows, by reason of their size, siting, bulk, design and materials, would result in a visually obtrusive, disproportionate, incongruous and unsympathetic form of development, undue clutter of the rear roof slope and unbalance the terrace of which it forms part, to the detriment of the character and appearance of the host property, terrace, street scene and surrounding area, contrary to Policy D3 of the London Plan (2021), Policies CS1 and CS5 of the Local Plan (Core Strategy) DPD (2012), Policy DM01 of the Local Plan (Development Management Polices) DPD (2012), the Residential Design Guidance SPD (2016) and Policies CHD01 and CDH05 of the draft Local Plan (Regulation 19) (2021) as amended
