Scheme description

Conversion of the existing dwelling into 4no. self-contained flats including part single, part two storey side and rear extension excavation of the basement with associated rear light wells and side facing walk on roof lights, roof extension including front, side and rear dormer windows and rooflights and creation of an on-street parking space following the demolition of the two-storey front outrigger. Erection of a rear outbuilding. Associated amenity space, cycle storage and refuse and recycling store

Why it was refused
Reason 1

The sub-division of the property would result in substandard living conditions for future occupiers due to insufficient outlook and natural light to the basement of Units 1 and 2, resulting from the basement bedrooms in close and constrained proximity to the inside walls of the rear lightwells; and due to poor outlook and natural light to the ground floor living/kitchen room of Unit 2, with insufficient fenestration and information on fenestration size, contrary to Policy D6 of the London Plan (2021), Policies DM01 and DM02 of the Local Plan Development Management Policies DPD (2012), the Sustainable Design and Construction SPD (2016) and the Residential Design Guidance SPD (2016).

Reason 2

The proposal fails to provide sufficient off-street parking for the additional residential units. Insufficient information has been submitted to demonstrate that any overspill parking can be accommodated on the public highway without adversely affecting the free flow of traffic and pedestrian and highway safety, contrary to Policy DM17 of the Development Management Policies DPD (adopted September 2012) and Policies T6 and T6.1 of the London Plan (2021).

Reason 3

No Preliminary Roost Assessment has been undertaken and as such the Local Planning Authority is therefore unable to properly assess the likely presence/absence of protected species, including bats, and therefore any potential impact on protected species and their habitats. In the absence of detailed information it is considered that the proposed development could cause undue harm to protected species contrary to the duty conferred by Section 40 of the Natural Environment and Rural Communities Act 2006, policy CSNPPF of Barnet's Adopted Core Strategy (2018), as well as Policies DM01 and DM16 of the Adopted Development Management Policies DPD (2012), and Policy G6 of the London Plan (2021).

Reason 4

Insufficient information has been submitted to show that adequate refuse and recycling storage and cycle storage can be provided to serve future occupiers. As such the development would fail to encourage sustainable forms of travel and would result in an incongruous development within the front garden that would be detrimental to the appearance of the property and streetscene. The development would therefore be contrary to Policies D6 and T5 of the London Plan (2021), Policies DM01, DM02 and DM17 of the Local Plan Development Management Policies DPD (2012), the Sustainable Design and Construction SPD (2016) and the Residential Design Guidance SPD (2016).
