Demolition of existing garage and erection of single storey outbuilding
The applicant has failed to demonstrate that the proposed outbuilding would be used as ancillary to a residential unit. In the context of the subdivided plot and in the absence of adequate supporting information and a legal agreement, the standalone building would potentially introduce an isolated commercial recreational facility, which would be out of keeping with the prevailing character of the locality, comprised of houses in single family occupation. Such a use would also harmfully increase noise, disturbance, congestion and disruption to neighbouring residents through increased comings and goings and associated general activity, amounting to an over-intensive use of the site to the detriment of the residential amenities of neighbouring occupiers, in particular no. 2 Friary Way, nos. 114 and 116 Torrington Park. The proposal would therefore be contrary to Policies D3 and D14 of the London Plan (2021), Policies CS1 and CS5 of the Local Plan Core Strategy DPD (adopted September 2012), Policies DM01 and DM04 of the Local Plan Development Management Policies DPD (adopted September 2012), the Residential Design Guidance SPD (adopted 2016) and the Sustainable Design and Construction SPD (adopted 2016).
