Scheme description

Conversion of property into 2no. self-contained flats (Part Retrospective). Proposed new front porch

Why it was refused
Reason 1

The proposed sub-division of the property to form 2no. self-contained flats would result in the loss of family-sized accommodation for which there is a known demand and, with the gross internal floor area of the property being less than 135m2, the second unit failing to achieve a minimum of 61m2, its low PTAL rating and distance to a station or town centre, would fail to meet the criteria as set out for the redevelopment of larger homes and the strategic aim to prioritise delivery of family homes from the existing housing stock. By virtue of its location within a road characterised by single family dwellinghouses and the resultant intensity of occupation, increased activity, paraphernalia, the use would also be incongruous to the established pattern of development and contribute towards change in the function and character of the street, to the detriment of the character of the host property and surrounding area and contrary to Policies D3, D14 and H10 of the London Plan (2021), Policies DM01, DM04 and DM08 of the Local Plan Development Management Policies DPD (adopted September 2012), emerging Policy HOU03 (Residential Conversions and Re-development of Larger Homes) of the draft Local Plan (Regulation 19) (2021) as amended, the Residential Design Guidance SPD (2016) and the Sustainable Design and Construction SPD (2016)

Reason 2

The proposal, by reason of inadequate internal floorspace to Flat 1 and lack of amenity space for Flat 2, would provide a sub-standard level of accommodation to the detriment of the residential amenities of future occupiers and contrary to Policy D6 of the London Plan (2021), Policies DM01 and DM02 of the LB Barnet: Development Management Policies DPD (2012), the Sustainable Design and Construction SPD (2016) and the Residential Design Guidance SPD (2016) and Policies HOU03 and CDH01 of the (Draft) Local Plan (Regulation 24) as amended.
