The proposed redevelopment of the site to form 2no. self-contained flats, by virtue of its location within a road characterised by single family dwellinghouses and the resultant intensity of occupation and associated sub-division of the garden and increased activity would be incongruous to the established pattern of development and detrimental to the character of Francklyn Gardens, contrary to Policy D3 of the London Plan (2021), Policies CS NPPF, CS1 and CS5 of the Local Plan Core Strategy DPD (2012), Policy DM01 of the Local Plan: Development Management Policies DPD (2012) and the Supplementary Planning Documents: Residential Design Guidance and Sustainable Design and Construction (2016).
