Demolition of existing outbuilding and the construction of a new single storey rear outbuilding to used ancillary to the main dwelling
The application has failed to demonstrate that the outbuilding will remain ancillary to the main dwelling. It would provide all the amenities of a dwellinghouse and benefit from an access route independent of the host dwelling. The proposal therefore represents an inappropriate and uncharacteristic residential form in a rear garden setting which results in harm to the character and context of the area. Insufficient information has also been provided regarding the previously existing access to the rear and east of the site. As such, the proposal is contrary to: - National Planning Policy Framework National Planning Policy Framework (NPPF) (DLUHC, 2023) - Policy D4 of the London Plan (March 2021); - The Residential Extensions and Alterations Supplementary Planning Document (February 2012); - Policies SP2, DMD1 and DMD5 of The London Borough of Barking and Dagenham’s Local Plan: (September 2024)
The scale, siting and design of the proposed development would result in an increased sense of being overbearing, a harmful loss of outlook and overshadowing to neighbouring occupiers.
