Construction of three rear dormer extensions including four roof lights to the front to facilitate conversion of roof space into a self contained 1xbed flat

Why it was refused
Reason 1

The proposed development, by virtue of its siting, design, mass and bulk, would appear at odds with the prevailing character of the host building and terrace row. The dormer extensions would present a substantial massing and bulk which would be contrary to the existing planned form of development. The proposal would result in an overly complex roofscape, noting that the proposed dormer windows would be stacked above the original dormer windows. It would conflict with the built form of the area, and result in moderate harm to the character and appearance of the area, including the historic distinctiveness of the Becontree Estate as a non-designated heritage asset. The proposal would therefore be contrary to the following policies which seek to ensure that developments are sympathetic to local character and historic distinctiveness: National Planning Policy Framework (NPPF) (December, 2024) Policy HC1 of the London Plan (March 2021) Policies SPP6, SP2, DMD1 and DMD4 of the Barking and Dagenham Local Plan (September, 2024)

Reason 2

The proposed development, by reason of design and layout, would fail to provide an adequate quality of accommodation for future occupiers. In particular, the proposal fails to demonstrate that sufficient floorspace and floor-to-ceiling heights would be provided, would fail to provide suitable outlook, and would result in a cramped and awkward layout. The proposal would therefore be harmful to the living conditions of future occupiers, contrary to the following policies which seek to ensure that development proposals provide a high standard of amenity: National Planning Policy Framework (NPPF) (December, 2024) Policies D6 and D14 of the London Plan (March 2021) Policies SP2, DMD1 and DMSI3 of The Barking and Dagenham Local Plan (September, 2024) Housing Design Standards LPG (June 2023) The above policies can be viewed on the Council's website: www.lbbd.gov.uk/planning.
