Partial change of use of warehouse (Use Class B8) to an indoor padel court facility (Use Class E)
The proposed development would result in a loss of industrial floorspace within a designated Locally Significant Industrial Site without appropriate justification, and further fails to demonstrate that the proposed sports facility would meet an identified local need and would be suitable for the proposed use. As such, the principle of development is not supported, and the proposal conflicts with the following policies which seek to protect designated industrial land and ensure that social infrastructure is appropriately located: Policies S1, S5, E4, E6 and E7 of the London Plan (March 2021) Policies SPP5, SP4, DMS2, SP5 and DME1 of the Barking and Dagenham Local Plan (September 2024)
The proposed development fails to promote sustainable modes of travel, fails to provide safe and suitable access for all users, and would impact the access and parking arrangements of surrounding premises. It further fails to provide a mechanism by which monitoring of the Travel Plan could be secured. The proposal would result in harm to sustainable travel goals, highway safety, pedestrian safety and to the ongoing operation of local businesses. As such, the proposal fails to comply with the following policies which together seek to promote sustainable transport, to ensure that proposals show how car parking will be designed and managed, to take into consideration on-street parking availability and existing and planned public transport provision, and to not negatively impact highway safety in particular through pedestrian and vehicular conflict: Policies T1, T2, T3, T4, T5 and T6 of the London Plan (March 2021) Policies SP2, SP8, DMT1, DMT2 and DMT3 of Barking and Dagenham Local Plan (September 2024)
The proposed development fails to provide any on-site greening or a mechanism by which to secure off-site greening. It thereby fails to meet Urban Greening Factor targets in conflict with the following policies: Policy G5 of the London Plan (March 2021)
The proposed development fails to provide a detailed Fire Statement and thereby fails to demonstrate that it achieves fire safety standards and suitable emergency evacuation for all users. It therefore conflicts with the following policies: Policies D5 and D12 of the London Plan (March 2021) Policy SP2 of the Barking and Dagenham Local Plan (September 2024) The above policies can be viewed on the Council's website: www.lbbd.gov.uk/planning.
