Why it was refused
Reason 1

The proposed development would cause a loss of local amenity including to neighbouring occupiers, would not be located in an area with a high level of access to public transport and would lack any direct street frontage. It is not an appropriate appropriate form or type of development within the existing commercial context, would be within a land-locked site and would not provide safe and secure access to the residential units. As such, the proposal is considered contrary to the following policies: - National Planning Policy Framework (December 2024) - Policies D6, D14 and T4 of the London Plan (March 2021) - Policies SP3, SP8, DMD1, DMT1, DMH5 and DMSI3 of the Barking and Dagenham Local Plan 2037 (September 2024)

Reason 2

The proposed development fails to provide an acceptable quality of accommodation. Specifically, the application has failed to demonstrate that the dwellings would have adequate levels of daylight, sunlight and ventilation and would therefore provide a sub-standard quality of accommodation. This is unacceptable and contrary to the following: - DCLG Technical Housing Standards (nationally described space standard) (DCLG, March 2015) (as amended) - Policy D6, Policy H1 and H2 and Table 3.1 of the London Plan (March 2021) - Policy SP3, DMD 1 and Part 6 of policy DMNE1 of the London Borough of Barking and Dagenham’s Local Plan 2037 (September 2024) - Housing Design Standards LPG (June 2023)

Reason 3

The addition of the two residential units to the site would result in significantly impacting adjoining sites and neighbouring dwellings. The future occupants of the ground floor development would be subject to an introduced sense of overbearing and over looking due to the surrounding terrace buildings. The access to the site would result in an increase in coming and goings to the pedestrian walkway from High Road, an increase in noise, activity and potential disturbances to the site. The access via the access leg adjoining Bennett Road would provide an unsafe and undesirable pedestrian access while intensifying vehicle movement to the site with the application failing to demonstrate it can accommodate an increased capacity. This will result in causing undue harm to adjoining and surrounding residents, as such, therefore constituting unneighbourly development and contrary to: - National Planning Policy Framework National Planning Policy Framework (NPPF) (MHCLG, 2024) - Policy D4 of the London Plan (March 2021); - Policies SP2, DMD1 and DMD5 of The London Borough of Barking and Dagenham’s Local Plan 2037: (September, 2024)

Reason 4

The submission fails to demonstrate that the proposal would not result in a harmful impact and increased stress on parking within the surrounding streets. As such, the proposal is contrary to the following policies: - Policies T6 and T6.1 of the London Plan (March 2021) - Policies SP8, and DMT 2 of the London Borough of Barking and Dagenham’s Local Plan 2037 (September 2024) The above policies can be viewed on the Council's website: www.lbbd.gov.uk/planning.
