Scheme description

Construction of a part two storey part single storey side extension and the construction of a rear dormer extension to facilitate the conversion of roof space into habitable accommodation

Why it was refused
Reason 1

For reasons of mass, bulk, design and layout the proposed two storey side extension will appear disproportionately large and visually prominent within the street scene. The introduction of a gabled roof design adds additional mass and bulk at roof level and would unbalance the symmetry between the two semi-detached properties. The combined impacts of the proposed development and the proposed increase in on-street parking presents unsympathetic and incongrous development harmful to the character and appearance of the dwelling, semi-detached pair, street scene and surrounding local area. As such, the proposed development is contrary to: - National Planning Policy Framework National Planning Policy Framework (NPPF) (DLUHC, 2023) - Policies D1 and D4 of the London Plan (March 2021) - Policy CP3 of the Local Development Framework (LDF) Core Strategy (July 2010) - Policy BP11 of the Local Development Framework (LDF) Borough Wide Development Plan Document (DPD) (March 2011) - The Residential Extensions and Alterations Supplementary Planning Document (February 2012) - Policies SP2, DMD1 and DMD6 of The London Borough of Barking and Dagenham’s Draft Local Plan: (Regulation 19 Submission Version, December 2021)

Reason 2

The mass, bulk, siting and design of the proposed development would result in an increased sense of overbearingness and a harmful loss of outlook and daylight to neighbouring occupiers, specifically 20 Atlantis Close, therefore constituting unneighbourly development and contrary to: - National Planning Policy Framework National Planning Policy Framework (NPPF) (DLUHC, 2023) - Policy D4 of the London Plan (March 2021); - Policy CP3 of Local Development Framework (LDF) Core Strategy (July 2010) - Policies BP8 and BP11 of the Local Development Framework (LDF) Borough Wide Development Plan Document (DPD) (March 2011) - The Residential Extensions and Alterations Supplementary Planning Document (February 2012); - Policies SP2, DMD1 and DMD6 of The London Borough of Barking and Dagenham’s Draft Local Plan: (Regulation 19 Submission Version, December 2021) The above policies can be viewed on the Council's website: www.lbbd.gov.uk/planning.
