Why it was refused
Reason 1

The proposed development fails to deliver a sufficient quality of external amenity space for the proposed family-sized dwelling. As such, the proposed development introduces poor quality of accommodation that will not facilitate an acceptable living standard for future occupiers. The proposed development is therefore contrary to: - National Planning Policy Framework (DLUHC , 2021); - Policies D4 and D6 of the London Plan (March 2021); - Policies CP3 and CC1 of the LDF Core Strategy (July 2010); - Policies BP5 and BP11 of the LDF Borough Wide Development Plan Policies DPD (March 2011); - Policies SP2, SP3 and DMD1 of the Draft Local Plan (Regulation 19 Submission version, December 2021)

Reason 2

By reason of introducing a poor roof form which unbalances the symmetry of the terrace row and presents a discordant appearance, the proposed development results in detrimental harm to the character and appearance of the host dwelling, built form of the terrace row and surrounding local area, further impacting the openness of the prominent corner plot. The impact is particularly notable given the location of the application site within the Becontree Estate.
