2 Upney Lane, Barking, Barking And Dagenham, IG11 9LW
Construction of a first floor side and rear extension and alterations to the ground floor plan. Construction of a rear dormer extension including two roof lights to the front.
The scale, siting, bulk and design of the proposed development would unbalance the symmetry of the semi-detached pair and appear visually obtrusive and overly dominant, representing a significant addition to the original floorspace of the dwelling. This would have a harmful impact on the appearance of the house, built form of the semi-detached pair and character of the area. As such, the proposed development is contrary to the following policies which promote good design that respects and reflects the character of the original dwelling and local area: National Planning Policy Framework National Planning Policy Framework (NPPF) (DLUHC, 2021) Policy D4 of the London Plan (March 2021) Policy CP3 of the Local Development Framework (LDF) Core Strategy (July 2010) Policy BP11 of the Local Development Framework (LDF) Borough Wide Development Plan Document (DPD) (March 2011) The Residential Extensions and Alterations Supplementary Planning Document (February 2012) Policies SP2, DMD1 and DMD6 of The London Borough of Barking and Dagenham’s Draft Local Plan: (Regulation 19 Submission Version, December 2021)
The proposed first floor rear extension, by reason of its scale, siting and design, would represent an undesirable addition, which would have an overbearing impact and result in a harmful loss of outlook and daylight to 4 Upney Lane, therefore constituting unneighbourly development and contrary to the following policies which seek to protect the residential amenity of neighbouring dwellings: National Planning Policy Framework National Planning Policy Framework (NPPF) (DLUHC, 2021) Policy D4 of the London Plan (March 2021); Policy CP3 of Local Development Framework (LDF) Core Strategy (July 2010) Policies BP8 and BP11 of the Local Development Framework (LDF) Borough Wide Development Plan Document (DPD) (March 2011) The Residential Extensions and Alterations Supplementary Planning Document (February 2012); Policies SP2, DMD1 and DMD6 of The London Borough of Barking and Dagenham’s Draft Local Plan: (Regulation 19 Submission Version, December 2021)
The effect of the proposed development would be the conversion of a 3-bedroom family home into 5 separate units, to the detriment of the stock of larger homes in the borough. This loss of a family home is contrary to the following policies which seek to preserve the borough's stock of family homes: Policy CC1 of Local Development Framework (LDF) Core Strategy (July 2010) Policy DMH4 of The London Borough of Barking and Dagenham’s Draft Local Plan: (Regulation 19 Submission Version, December 2021) Policy BC4 of the Local Development Framework (LDF) Borough Wide Development Plan Document (DPD) (March 2011) The above policies can be viewed on the Council's website: www.lbbd.gov.uk/planning.
