In the absence of a s106 agreement or other methods to secure the long-term use of the railway to move waste recycled at the site and without the submission of satisfactory evidence to support the use of alternative means of transport the development fails to demonstrate it will be air quality neutral contrary to: Policy SI1 of the London Plan (March 2021) Policies SP7 and DMSI4 The London Borough of Barking and Dagenham’s Local Plan (September 2024).
